No, it's not. The base Google algorithm itself has been stable. The algorithm is a mathematical equation that Google utilizes to determine PageRank (THE PR, not toolbar PR). Filters are then applied to these results to determine the final rankings.
Filters change all of the time as Google experiments with queries or as they seek to limit ranking manipulation. Many times these filter experiments are done on a select few datacenters. Filters impact only a small subset of the query results. The impact of filters is usually noticed when Google does a data refresh.
When there is an algorithm change everyone will know about it. 30% or more of sites are usually impacted by an algorithm change. From Matt Cutts at Google:
