I'm in the
real estate search engine optimization business, but I don't 100% agree with your statement. In some markets - especially large markets - it can be cost prohibitive to bid on primary KW's (i.e.
your city + real estate).
However, in many of these same markets there are 30-100 other phrases where you can top the bidding for $.05 - $.50 per click on Google. On their own, these individual phrases don't yield a ton of traffic. But when you put them altogether they can bring in decent traffic.
The best part is that because these phrases are more highly focused (i.e. a specific development or gated community) they are more likely to bring in potential buyers rather than window shoppers.
I know this from experience. For some of our larger design/SEO accounts we actually eat the cost of PPC for 6 months until the site is fully indexed and bringing in SERP traffic to the site.
