My .02 - Yes consumers follow the links
Last fall when the market was still flying and my sites were enjoying tons of traffic - I added links on the home pages to some of my colleagues websites. Most of the links were to agents that specialize in areas beyond where I focus my efforts.
Because I help them with their sites, I have access to their traffic reports. - I was suprised how much of their traffic was from my websites with home page links to their websites.
When I thought about the traffic, I came to several conclusions;
1) For people that found my website and knew the other nearby communities, they were interested enough to click through to their sites. I would guess that for home/condo buyers they would not click on a link to a different part of the country unless it was a comparable type area.
2) At the time the investor market place was unreal...so my assumption was that these guys would follow the links when they were done reviewing my site. My assumption here is based in part of what I have learned about the traffic that Google Adsence was paying some of my friends at the time.
So yeah, I am a believer of homepage links - I don't think adding links to Kansas from my websites in Florida would get much traffic, but other coastal parts of Florida, other retirement locations including Myrtle Beach, Arizona, and Las Vegas would all probably generate some real traffic between sites.
Best of luck,
Dave
