Any rankings changes you see are not part of a new algo or filter. They are a result of Google changing the value of incoming links. Google is still targeting paid links that d not use rel=nofollow or some other means to make sure the link cannot be crawled.

You also need to remember that even if you do not buy links, one of your link partners or their link partners may have lost link pop because of link buying or selling. Your site may be feeling the trickle down effect.

Stop looking at toolbar PR. Focus on your rankings for your primary KW's.

If you chase toolbar PR chances are you will also fall short of your ranking goals.

From Google itself compiled by Cricket of The V7N SEO Blog » Blog Archive » Does Google PageRank Matter?

PageRank
A Google feature that helps determine the rank of a site in our search results. PageRank relies on the uniquely democratic nature of the web by using its vast link structure as an indicator of an individual page's value. Important, high-quality sites receive a higher PageRank, which Google remembers each time it conducts a search. Google combines PageRank with sophisticated text-matching techniques to find pages that are both important and relevant to your searches. - PageRank

When a user enters a query, our machines search the index for matching pages and return the results we believe are the most relevant to the user. Relevancy is determined by over 200 factors, one of which is the PageRank for a given page. - Google 101: How Google crawls, indexes, and serves the web

How often does Google crawl the web? Google’s spiders regularly crawl the web to rebuild our index. Crawls are based on many factors such as PageRank, links to a page, and crawling constraints such as the number of parameters in a URL. Any number of factors can affect the crawl frequency of individual sites. - How often does Google crawl the web?

Google pagerank does matter - toolbar page rank does not matter.
