Default City data in Google analytics

I'm looking at the city data in Google analytics and I am wondering. Are they basing the city data on the address of the ISP or are they getting information returned from individual computers?

I believe it's tracked by the IP of the ISP. That's why you will see a lot of hits from Virginia (AOL).

I'm not seeing many visits from Virginia. I would suspect that AOL would have centers throughout the US.
