Yeah this has been happening a lot more lately (from what people have been saying) - at least I read about it more. If you ask me it's high school behavior, immature and the sign of a true loser. There are SEOs that say it's good practice and admit to doing it; if you ask me, although they may be good at what they do, they're idiots.
All it does is make Google's job easier and make everyone else's job harder... in fact, IMO it helps spammers out by getting Google to depend on cry babies and not work to make their algo better. It decreases the need for more quality controls and doesn't let the Googler test out what they have.
There are 10 spots on page 1 and if you have to cry baby your way to the top, you don't deserve to be there and your rankings won't last when you get there.
If your doing shady things and running a spammy site - you'll get caught soon enough... JMO
