I don't buy links but you can find tons of links for sale on Digital Point Forum.

If you can find cheap relevant links that are any PR I'd say go ahead and get them if: they're contextual and not on a spammy page. Links are less valuable on sidebars and when they are identified as sponsor links. In addition, sitewide links are typically not as valuable as one link on a strong page.

A few nice PR3 or PR4 links on non-spammy pages within relevant text can easily help your SERPs - IMO.

I've seen PR4 links for as low as $5/month and I've seen PR6 links for as high as $150/month. It really depends on relevancy and the amount of outgoing links on the page. If a webmaster has only 4 outgoing links they'll need to charge more than someone with 20, but it'll be worth the extra cost. I wouldn't buy annual links because the website will likely get punished soon and your link value will disappear.

Other ways to build links - blogs, forums, social media, article distribution, link bait, building web pages on high PR domains like squidoo.com, searching for sites that link out to great resources.
