I would not go that far, the best I think we can say is "Maybe, SE clicks have some value". Without Google telling us the specifics of how it ranks sites, we are try to determine if a site gets SE clicks well because it has good SERP or that is has good SERP because it gets SE clicks.

Let assume that the second statement is true "A site has good SERP because it gets SE clicks". Because of browsing habits, sites listing on the first page above the fold would get a majority of the clicks. The click rate would fall off quickly after the first page. If this were true and Google gave SE click much wieght, then those sites at the top would stay at the top. Yet we do see that the top spot do change. So this cannot be completly true.

Let assume that the first statement is true "A site gets SE clicks because it has good SERP". In this case sites would move around based on other factors (Keyword density, content, inbound links, etc.) Sites at the top of the list would tend to get more traffic and thus more links. Also, sites with fresh content would tend to rank higher than those with static content. Older sites with more links pointing to them would also rank better.

Looking at both senerios, it appears to me that the second better describe what we are seeing with the SERP.
