The trouble is, they always find a way to get around the rules. I have companies (real ones) write me and say I opted in and I know I didn't. They also have a link for opting out. It doesn't work. You can go to their website but the contact info is missing or doesn't work. In the end, it's easier and less time consuming to delete the wretched thing than it is to find somebody to complain to.
My email program will often remember what things I consider junk and I can do a quick delete of it all but there are some that somehow fool that mechanism. I don't use a filter because I find I lose emails that I really do want.
